Yes, each flatmate can receive APL individually. Each person submits their own application to the CAF and the amount is calculated based on their share of the rent (total rent divided by the number of flatmates). Each flatmate must be named on the lease.
APL is calculated on your pro-rata share of the rent. For example, if the rent is 900 euros for 3 flatmates, your rent taken into account will be 300 euros. The APL rent ceilings are also divided by the number of flatmates.
Both are possible. With a joint lease, each flatmate must be named on the lease. With individual leases (common in student residences), each person has their own contract. In both cases, you can apply for APL.
If a flatmate leaves the shared housing, the others must notify the CAF because their share of the rent changes. An amendment to the lease must be signed. The APL amount will be recalculated based on the new distribution.
A couple (married, civil partnership or declared cohabitation) submits a joint APL application for the household. Flatmates who are not a couple each submit an individual application. The CAF considers a couple as a single beneficiary.
